Yes. From any app, use the iOS Share sheet and pick Save to ManualBook for any image or PDF — it's scanned and filed automatically.
With iCloud Sync enabled, your library stays in your own private iCloud and appears on your other devices. It's encrypted by Apple and we never see it.
Manuals are stored on your device (and in your private iCloud if sync is on). Deleting the app removes the local copy; if iCloud Sync was on, reinstalling and signing into the same iCloud restores them.
